Abstract / Excerpt:

Objectives: The paper aimed to identify the specialized policies and programs of the Local Government Unit on solid waste management and determine the status of its implementation and the compliance of the residents to those programs and policies.

Methodology: The study is descriptive using the quantitative and qualitative research approach.

Summary of Findings: The study has found out that there really is no proper adaptation of Republic Act 9003 into specialized programs and policies suited for the municipality. The Solid Waste Management Program implemented was a direct translation of the provisions listed in the act without the proper deliberative processes that would have ensured that the programs would be suitable to the municipality. The information campaign, however, was highly successful in imparting knowledge to the people. High awareness, however, does not necessarily mean high compliance. The study attributes the low compliance level partly to the improper adaptation and partly to lack of cooperation from the residents. Even if people are aware, it would still take a little initiative from them to comply and a way to do this would have been proper adaptation. To some extent, the study also attributes the low compliance level to the lack of proper facilities to be used for solid waste management. Despite low compliance, the people are still optimistic about the Solid Waste Management Program and most are really willing to cooperate. The study also sees that some households are trying really hard to comply with the program thus it can still be said that the program has been met with limited success. The study concludes that the problem regarding Solid Waste Management can be remedied through proper coordination between the public and private sectors and proper adaptation and implementation of R.A. 9003.
