Sometime in July. 1974, the coordinating Council of Organizations of Davao following a seminar on urban planning proposed to the City Council for creation of a City Planing and Development Board to be composed of members from the public sectors and 6 members from the private sectors to be appointed by the City Mayor Mayor whose function shall be to: 1) Prepare, recommend and keep an up-to date, realistic, responsive and comprehensive development program designed to achieve effective resources of the city; 2) Provide information and technical advice necessary in the formulation of plans and policies and the support needed in the effective implementation there of; 3) Prepare and recommend the criteria or standards in determining priorities for effective implementation of development program and projects; 4) To study the goals, policies and objectives of the community as a working basis for their formulation of a comprehensive development plan for the city government authorities;
