Scuttled, revived and left in limbo. The erratic development of the peace process in 2003best illustates the inconsistent policy of the administration of President Macapagal-Arroyo in dealing with the MILF. Unlike then-President Joseph Estrada who shut the doors to peace with "total war" offensives,Arroyo portrayed herselfto be more liberal, promising an "all-out peace" campaign right after she took her oath as president on 20 January 2001.
