Factors affecting the efficiency of NCIP Region XI in processing CADT applications

EXECUTIVE SUMMARY: The study endeavored to discover the internal and external factors affecting the NCIP Region XIs effecient processing of Certificate of Ancestral Domain Title (CADT) applications as perceived by both NCIP employees and beneficiaries who directly and actively participated in the process. The study focused on the ancestral domain areas in Monkayo, Laak, New Bataan, Compostela Valley Province and Mt. Apo, Davoa del Sur. With the use of quantitative-qualitative descriptive approach, all variables were analyzed using frequency and percentage. The results and findings of the study are the following: Majority of the respondents are male, college graduate, married and are 63 years old below. Most of the beneficiary respondents are tribal leaders and elders who earn their living as farmers, earning less than P8,000 per month, while most of the respondents from NCIP are female earning higher income between the range of P8,001-16,000. Most of the respondents are fairly knowledgeable about IPRA, NCIP and the processing of CADT applications. Overall, the CADT applications were perceived by most of all the respondents as not efficiently processed as indicated by their responses to the questions regarding the timeliness, speediness and cost-efficiency of the processing of the CADT applications.
