Abstract / Excerpt:
Grievance is defined as any dissatisfaction, complaint, irritation, or misunderstanding of an employee arising from his/her job, or his/her relationship with the employer, any violation of the collective bargaining agreement 9CBA) or of the Labor Code (Sison 1991). A Grievance Machinery is an administrative tool in settling employee disputes. Article 260 of the Labor Code requires parties to establish grievance machinery for the adjustment and resolution of grievances arising from the interpretation or implementation of a CBA or the interpretation or enforcement of company personnel policies. In the public sector, the use of the grievance machinery as an alternative mode in dispute settlement is provided under Civil Service Commission Memorandum Circular No. 45, series of 1989.This study aims to look into effectiveness of the grievance machinery of the Philippines Charity Sweepstakes Office (PCSO) as a catalyst in employees' dispute settlement. Data for the study were obtained via questionnaires and structured interviews to inquire on the effectiveness of the grievance machinery and to elicit ways to improve the machinery's operations. The responses were analyzed using appropriate statistical tools. The results of this study will be used to improve the grievance machinery, thus making it a more responsive, dynamic and functioning system.
