Corporate governance of component cities of Davao Province

Governance in local government unit can be seen as the exercise of economic, political and administrative authority to manage its affairs in all aspects. In Davao Province, corporate governance is assumed to be practiced in its three component cities in their day-to-day operation. This study attempts to find out the application of corporate governance in the operation of the three component cities of Davao Province namely: Tagum City, Panabo City and the Island Garden City of Samal (IgaCoS). THe respondents of the study were all the different department heads and NGOs/POs members of the Local Special Bodies. It is a descriptive type of research. Factor Analysis, ANOVA and Multiple Regression were used to answer specific subproblems like, a) what are the significant features that contribute to successful corporate governance and what significant factors contribute to successful corporate governance; b). are there significant differences in the application of the aforementioned features of corporate governance in Tagum City, Panabo City and the Island Garden City of Samal (IgaCoS); c) to what extent do the following features of good corporate governance variables affect efficiency of LGU operations and practices, economic independence, public safety, empowerment and managerial leadership, respectively. The result of the study showed public safety (3.7); managerial leadership (3.6); empowerment (3.57) as the regularly applied corporate governance performance variables. On the other hand, accountability (3.67); quality management (3.66); strong GO/NGO partnership (3.65); and integrity (3.57) as a highly adopted features of good corporate governance. Leadership was the most significant feature that contributes to successful corporate governance which accounted for 51.45% of the data variability while peace & order was the most significant factor that contributes to application of corporate performance variables which accounted for 47.39% of the data variability.

The study draws up the following recommendations: 1) increase the number of respondents per component city to include walk-in clients as stakeholders of local governance ; 2) ensure public safety and strengthen communication and linkages with NGO or civil society by ensuring their participation and commitment in attaining sustainable peace and order condition; 3) conduct in-depth studies to further validate the statistical results and the inclusion of empowerment and managerial leadership as independent variables; 4) local government unit thru its present leadership should initiate concrete steps to enjoin public officials and employees to adhere to the features of good corporate governance in their day to day activity/to institute capability building plan in response to training needs assessment done to employees ; 5) complete [paradigm shift of LGU governance from "traditional" to entrepreneurial government" which shall result to the usage of LGU resources in new ways to maximize productivity and effectiveness.
