Analysis on the effect of displacing skilled workers on manpower effeciency

Abstract: Project personnel deployed in Banana packing operations are often transferred from one packing plant to the other. This is done to compensate for the shortages in skiled project personnel. The company management somehow believes that this practice affects the efficiency of the project personnel, and look on multi-skilling program as corrective action to the problem? To reslove the first problem, statistical tests were conducted, are results showed that there really exist a significant relation between manpower effiency (BMH); second, if it does, is multi-skilling an appropriate corrective action to the problem? To reslove the first problem, statistical test were conducted, and results showed that there really exist a significant erlation between manpower efficiency (BMH) and the displacement of skilled project personnel. The two factors are inversely ralted, i.e. BMH decreases if the number of skilled project displaced increases, and vice versa. Furthermore, results showed that packing palnts with high displacements of skilled project personnel, have lower and more unstable manpower efficiency. As contingency analysis, we have conducted cause-and-effect analysis, on how such displacements could result to theproblem of reduced BMH. To resolve the second problem, we have conducted a force-field analysis on the proposed corrective actions against the expected implementation problems or constraints, and results showed that, multi-skilling alone will not sustain in the long run, due to possible fixation of project personnel. there is a need to integrate rotation of skilled project personnel with multi-skilling program, and together with this recommendation are some identified critical points were management must look into to reduce the possibility of program failure
