The article traces one of the causes of the Mindanao problem to the negligence of past administration in developing Mindanao. The people and the local government are left alone to themselves, and development therefore, is left to the personal initiative, skill and determination of the local administrators. Another reason is its isolation from centers of power and justice. Violence has been traditional in some parts of Mindanao. As a step to unify Muslim and Christian Philippines, the government has launched the reconstruction and development program of Mindanao however it is only limited to the predominantly Muslim provinces of Lanao del Norte, Lanao del Sur, Cotabato, Zamboanga del Sur and Sulu.
