Abstract:

Despite the challenges of having a standalone Project Monitoring System (PMS) that is more than 25 years old and
the Commission on Audit developed standalone accounting (eNGAS) and budget (eBud get) ystems, the
Department has a new tool for improving both the physical and financial monitoring of infrastructure projects—the Electronic Project Life Cycle (ePLC).
