Abstract:
The Executive Committee led by Secretary Rogelio L. Singson gave awards to deserving offices for CY 2010 in recognition for the
outstanding accomplishments for the improvement of DPWH operations, in particular and public service, in general. The annual awarding ceremony has been a traditional part of the Department’s Christmas Celebration for the last three (3) years. Region 3 won the most coveted Regional Office of the Year Award with Regions 4-A and 13 as 1st and 2nd runners up, respectively.
In 2005-2006, I went around the country for the Organizational Culture Building, I went to Northern Luzon and Mindanao Regions except Region 9 and I saw the yearning of the rank and file for change in this Department, it’s just that they don’t have the courage and the voice to speak out for what is right.
