Abstract:
In Muslim Mindanao, drivers of VEI include a complex mix of grievances springing from the diminution of the Moro homeland;
poverty and underdevelopment; marginalization and discrimination; poor governance; and abuses by the Armed Forces of the
Philippines (AFP). For programmatic purposes it is useful to untangle the different types of drivers and dynamics in Mindanao. This analysis suggests four general types: 1) “standard” socio-economic grievances, 2) increasing Muslim devoutness and radicalization, 3) flawed politics and governance, especially regarding the Autonomous Regional of Muslim Mindanao (ARMM), and 4) a distorted and unsustainable regional economy.
