Water Politics: Experiences of Talikud Island residents

ABSTRACT: This study dealt with the various experiences of water politics among the residents of Talikud Island, Island Garden City of Samal (lGACOS). It utilized the qualitative approach specifically that of the Grounded theory approach. The Island of Talikud was chosen as the research locale due to its problem with regards shortage of water supply. The respondents were residents from all the four Barangays of Talikud Island i.e. Sta. Cruz, Cogon, Linusotan and Dadatan. In-depth interviews were conducted among a total of 40 (forty) respondents. The results of the study showed that it terms of constructs on water politics, almost all of the respondents believe that water politics is really happening in their area, such as: in the management of water resource wherein most of the barangays manage their own water resource while the water district of IGACOS manages only one barangay Indicating that there is no central agency that manages all the island's water resources; in the payment of bills to the government for water consumption wherein they are required to pay the minimum amount whether they are able to consume, or not, the minimum cubic of ten; and in the distribution of water, which occurs every four (4) days and dependent on supply of electricity. The respondents' experiences with regards water politics are most evident in the equality of water distribution in the area, in the sufficiency of water supplies the people receive and in the management of their water supplies by their respective distributors, which is basically the government. Ultimately, a theory was formulated, that is, residents of places where water shortage problems are present, are more prone to experiencing water politics that drives both the residents and the government to interact with one another in order to handle the problems on their water supply better. The problems on their water supplies give way to a possibility of cooperation or conflict between the two stakeholders.
