Abstract / Excerpt:
Objectives: (1) present the profile of NGO's as members of the City Development Council (2) present the nature of participation of the NGOs at the City Development Council (3) determine whether the NGOs participation in the City Development Council is indicative of people empowerment.
Methodology: This study is descriptive in nature.
Summary of Findings: More than one-third of the respondents were organized from the year 1991-1999 and also almost half of them have registered for the year 1991 up to the present. For their beneficiaries one-forth of the NGOs catered to the youth and children sector, while a few focused both on farmers and fisherfolks and the general public. For the services offered, almost half responded that they provided Training, Formation and Counseling, while one-forth were engaged in Research, Education and Information. About one-third of the NGOs (32%) did not specify their nature of participation but one-fourth responded that they are non-stock and non-profit organization. In proposing issues, majority of the meetings were frequently done in Execom and committee meetings whose individual concerns of the NGOs were channeled according to their sector's arising needs. Objection to the agenda meetings were frequently existed in committee meetings where the individual concerns are the source of conflict in their respective committees. Majority of the NGOs were very active in the deliberation of the issues in the agenda. Majority of the NGOs who moved for approval to be made by the body were frequently initiated in the committee meetings. Majority of the committee meetings indicated frequent disagreements among NGO members because of their individual concerns and interests. In the general assembly there was lasses disagreement among the members because the necessary discussions were already done on their respective committees. Majority of the NGOs in the committee meetings always discussed the disagreements after decision have been made. Majority of the NGOs were very active in the participation on the following CDC meetings.
