The non-government organization and people’s organizations’ in participation in local government

Abstract / Excerpt:

Objectives: (1) This study presents the nature of participation of the organization in local governance; (2) the extent of participation of the organization to local governance; (3) the perceived contribution of the organization out of participating in local governance; (4) the difficulties/problems encountered by the organization in working with the local government and how these problems are resolved; (5) and to elicit suggestions on how to improve partnership between LGU's and NGO's/PO's.
Methodology: The study made use of the descriptive design.
Findings: Among the total number of respondents, almost half (40%) answered that they participated on social issues, almost half (40%) also for economic issue and more than one-third in political issue. This signifies the NGOs/POs in Panabo had different concern on social, economic and political issue. In Tagum, majority of the respondents revealed that many of them participated on social issue. While in Nabunturan, almost all of the respondents answered that they had participated on social issue that signifies their concern on such issue, which affects the whole community. Among NGOs/POs in Panabo who were actively participating in the policy formulation, one-third answered both moderate and one-third also as low. This data show that although majority of NGOs/POs was participating in the policy formulation, this group is not very active in the extent of influencing the policy out put of the Sangguniang Bayan. NGOs/POs can easily conduct a dialogue with government officials in matters concerning the interest of the whole group. In Tagum, among the most common strategies was through linkage with government program. In Nabunturan, more than half of therespondents revealed that their strategy was through conducting a dialogue which reveals that NGOs/POs prefer to negotiate directly to the government on matters pertaining close partnership of NGOs/POs and LGU. In terms of perceived contribution of NGOs/POs in the economic activities of the government, in Panabo, among the most common answer was to improve government budget having 50% rate. While in Nabunturan, to improve social and economic way of life was considered to be the most common with 40% rate. Among the major issues of the community that need to be addressed by NGOs/POs are livelihood budget and also for socio-economic aspect and infrastructure having equal percentage of 30% each.
