Abstract: This study aimed to improve the low achievement of the Grade IV pupils particularly in English subject was conducted to test the effectiveness of Read and Retell strategy in teaching English IV. The result of the Diagnostic test was given to 46 Grade IV pupils last August 2002 of New Panay Elementary school. The sample of the study revealed that pupils got very low academic performance in English. In-service training was conducted to Grade IV teacher to enhance teachers' teaching strategy. A demonstration teaching on giving possible ending to a situation was included in the training. This was followed by the actual classroom teaching following the Read and retell strategy. The school administrator monitor and evaluate teacher performance on how she provides classroom instruction using the read and retell strategy. A post-test was conducted and resulted to a significant improvement in pupils' performance more particularly on the items where the competencies were taken in the in-service training. In the 5 items that the percentage score was 13.9% while the post-test mean percentage score was 40%. The increase of 26.1% mean percentage score is significant. Therefore, the alternative hypothesis is accepted. The author recommends to use read and retell in other grade level in teaching English as well as use this strategy to other least learned competencies.
