Abstract / Excerpt:
The study aimed at establishing the relationship between the public administration practices and the level of performance of the barangays in Davao City. A descriptive and correlational research design was utilized. Primary data was gathered through the use of the survey questionnaire method. To further validate the findings, focus group discussion and key informant interview were likewise administered. Stratified random sampling was employed in the determination of the number of respondents for the study.Descriptive statistics was used to establish how public administration practices are carried out in the mandated functions of the barangay as well as to show the performance of the barangays in the different areas. The research hypotheses were tested using stepwise regression analysis.The study revealed that both the barangay officials and constituents of both the urban and rural barangays perceive that it is the New Public Service (NPS) that is almost fully manifested. Classic Public Administration (CPA) follows but is only manifested. It is New Public Management (NPM) that is least manifested. On the other hand, it is the New Public Management that is the most frequently used among the Public Administration Practices in carrying out the functions of the barangay as perceived by the barangay, it is the New Public Service that is the most frequently used. As regards the performance of the barangay, it is social service that has the highest rating. The area that comes second in the rating is governance for the urban barangays. Administration is perceived in the rural barangays to be the second top among the mandated functions of the barangays while, governance is the third highest for the rural barangays. In the 4th slot is environmental management while the last is economic development. This is true to both the urban and rural barangays. The qualitative rating for the over-all performance of the barangays in Davao City is high.Among the Public Administration practices as perceived by rural barangay constituents, it is the NPS model that has the highest accuracy rate. NPM and CPA models come in second and third respectively. As for the urban barangay constituents, they perceive the NPS regression model to be the most accurate, followed by CPA and the last NPM.For the regression models generated from the perception of the rural barangay officials, the NPM model got the highest accuracy rate. The CPA model is next and the last is the NPS model. The urban barangay officials perceive the NPS model as the most accurate, followed by the CPA model and the last is the NPM model.In conclusion, as regards all the regression models generated from the stepwise multiple regression analysis, it is the New Public Service (NPS) model that garnered the highest accuracy rate. The Classic Public Administration (CPA) model has the second highest accuracy rate and the New Public Management (NPM) regression model has the least accuracy rate. The only variable among the 5 predictor variables that is not seen is environmental management. It is the only indicator that is excluded from the general regression models generated.It was recommended that continuous enhancement of the skills and capacity of the barangay officials be conducted. Incorporation of the new public service paradigm will bring a better result on the performance of the barangays. Moreover, a need to look into the areas and sub-areas where they are not strong is also recommended. Such can be done by partnership with other government agencies or units and non-governmental organizations. A thorough assessment on the needs of the public servants in the lowest local government unit should be conducted. And lastly, a research using specific variables to determine which elements of the public administration practices that can help the barangays perform better is recommended.
