Integrated DRR-CCA Environment Management plan of Allah Valley Landscape

Abstract / Excerpt:

The area of study is within the Allah Valley (AVL) wherein the Allah Valley and Banga Watersheds are located in two provinces namely: the Provinces of South Cotabato and Sultan Kudarat with a total area of 252,060 hectares. The focused areas of the study are the municipalities in the upstream and midstream portion of the AVL in the province of South Cotabato.The landscape has two major classifications: the wooded areas consist of only 31.58% which is the last frontiers of the area and the Agricultural and other areas covering 68.42% which contributes to the decrease in infiltration.As a floodplain, it is regularly flooded and more than 700,000 people depend on its fertile land ans abundant water resources. However, the landscape is confronted with interlocking issues and challenges involving environmental concerns affecting its forest, rivers, and lakes. These issues include fragmented planning resulting to lack of development direction, non-harmonization and weak enforcement of laws and policies, poor infrastructure support, inappropriate farming systems, and lack of livelihood opportunities.The most prevalent hazard identified in the locale is flooding which poses a great threat to become a potential extreme event that may cause severe effects and impact to vulnerable elements. This study used the Methods for the Improvement of Vulnerability Assessment in Europe (MOVE) Framework which deals with the integration of the concept of adaptation in vulnerability assessment to hazards and further seeks to enhance the DRR perspectives by integrating new understanding of coupling, adaptation and resilience plays a vital part in the increase of the risk to the community.
