Impact of organizational restructuring: the emergence of the contingent workforce

Abstract / Excerpt:

This study investigated the type of organizational restructuring that some selected companies in Davao City have recently undergone. This restructuring has resulted to the emergence of a contingent workforce. The Human Resource practices of these companies were examined: these are Recruitment and Selection, Training and Development, Career Development, Promotion, Transfer and Termination, Compensation and Benefits, and Labor and Employee Relations that somehow indirectly affect the welfare of the contingent workforce. these variables were subjected to ANOVA and Factor Analysis. Furthermore, the study looked into the characteristics of the contingent workers and the companies employing them. the findings of hte study revealed that outsourcing human resources is widely practiced by the companies. Contingent staffing affects employee's welfare. Factor analysis identified three variables considered significant by the cotingent workers; these are career development, compensation and benefits, and labor and employees relations. Contingent workforce received fewer benefits compared to full-time workers; some companies failed to provide mandated benefits and medical and health care insurance of contingent workers. The study concludes that there is a need for management to develop flexible compensation and welfare program to address the needs of cntigent workers. Nonstandard employment does not guarantee job security. Contingent workers should take the initiative of retooling themselves with the latest knowledge and skills for employability and job security. This study recommends the following: human capital development should be a lifelong process to enhance productivity and competitiveness of the company. There is a need to review and revise the educational system in order that its offering will suit the current needs of the industry, business and labor union/association should foster thier collaboration by providing leadership in linking human resources development to jobs.
