Financial expenditures and level of competency of Davao City technical vocational institutions

This study was conducted to determine the relationship between the financial expenditures of Davao City Technical Vocation Institutions (VTI's) and the level of competency of the Graduates in five career programs, namely: Automotive Mechanic Course, Computer Technician Course, Dressmaking/Tailoring, Carpentry and Seafarers Ratings Course from 1998 to 2001. Twenty-four TVI's responded and provided information regarding their financial expenditures on the three areas: instructional facilities, monthly compensation and training study. The level of competency was based on the tests results in the Competency Assessment Tests Administered under the TESDA Qualification and Certification System (TOQCS). The data were statistically analyzed by the use of Pearson r, partial r, one-way and two-way ANOVA and linear regression. The results showed that training institutions have not imposed upon their graduates the necessity of taking the TESDA Competency Assessment Test as evidenced by the very low percentage of takers in the trade test. Likewise, the government has provided insufficient financial assistance as revealed by the fact that only 3.56% of the trainees were granted aid from 1998-2001. The results showed that instructional facilities had moderate correlations with the level of competency but compensation and training subsidy revealed low correlation. Financial expenditures of Davao City Technical Vocational Institutions and the level of competency of their graduates in the five programs do not have significant relationship. however, there was a significant difference on the level of competency among the TVI's graduates and the financial expenditures of every training institutions. This had significantly affected the level of competency of the graduates in the five programs. The level of competency of private TVI's and government-supervised training institutions has no significant difference.

Based on these findings, it is recommended that another study be conducted to include all other programs both registered and non-registered under the Unified TESDA Program Registration and Accreditation System (UTPRAS). The level of competency be based on the raw scores of the examinees both in the Test for Knowledge and Test for skills. Each Technical Vocational Institution in Davao City take full measure to assess the quality, usability and adequacy of its career program facilities to determine their relationship in turning out skilled, competent and competitive career graduates.
