Factors influencing local policy making processes in Davao City

Abstract / Excerpt:

This study is about the factors that influence the local policymakers of Davao City. It was conducted using a qualitative approach and descriptive design. With total enumeration as the sampling procedure, 15 incumbent City Councilors of Davao were interviewed. This study, analyzed using themes and narratives, sought to determine the factors that influence the policymaking process in terms of Problem Identification, Policy Formulation and Policy Adoption. The study found out that the local people, the complaints, and their respondents' personal observations are the factors that policymakers consider in choosing a problem to be included as an agendum in the council. On the other hand, the policymakers identified their religion, constituents and family as influential factors in the stage of Policy Formulation. In the stage of Policy Adoption, after all the deliberation and debates in selecting the best possible aid in addressing a public problem, the respondents colleagues as well as the Mayor and the Vice mayor highly influence their decision on a certain policy. Moreover, the study found out that the media as well as the lobbyists and protesters are the difficult aspects that policymakers encounter in the policymaking process. With the gathered information regarding the factors that influence the local policymakers, the researchers suggest that if possible, the councilors would conduct a monthly assessment or inspection with their respected districts and establish their own means of disseminating information. For further studies, it is recommended that the extent of the role of these discovered factors on a specific policy or ordinance in the city be determined.
