Abstract / Excerpt:

The project proposes a framework for the development of comprehensive disaster management for the City of Davao. Government and non-government agencies assigned to deal with disasters will be housed in a centralized unit, otherwise known as an Emergency Operations Center and Training Complex. The Emergency Operations Center and Training Complex will serve as the central command center that deals with situations before, during and after a disaster or emergency strikes. As a "nerve center" it will have the necessary facilities fit to mitigate and work against disasters and effects it causes. The facilities comply with the programs, strategies, services and functions of disaster management-from the coordination to the training to the evacuation.
