Developing an effective and efficient entry to exit program for PCSO employees

Human Resources make up the workforce of an organization, business sector or economy. For the corporate and enterprise perspective, human resources must be cultivated and developed through various and continuing human resources management practices. This study aims to look into the state of human resources programs, practices and approaches employed in a government organization - the PCSO and how it can harness the full potential of its primary assets through an effective employees' program, employing a one-stop shop approach geared toward manpower empowerment, development and training for an effective, professional and responsive government service.This research included interviews with HR Managers and employees of the PCSO as well as ranking officers of other government agencies in the executive and judiciary branches of government. The study also covers various PCSO HR policies, applicable CSC laws, rules and regulations, the GCG-Approved PCSO Rationalization Plan and Executive Order 366. The data collected were analyzed through specific indicators of the carried out interviews, transposed into a comparative matrix of responses. The study results will serve as take-off points in the review and evaluation of the HR practices and approaches in the PCSO, particularly on providing new entrants needed handles upon assuming their posts and the retiring personnel a clear path in preparation for retirement life. Conclusions and recommendations were presented to propel the crafting and establishment of a one-stop-shop facility for the entry-to-exit program for PCSO Employees.
