Abstract: The researcher who happened to be the school administrator of Don Tomas Buenaflor Elem. School, was alarmed with the fact that pupils' academic performance in English is very low. It was revealed in the result of the National Diagnostic Test conducted to Grade IV pupils. Among the three core subjects tested, English got the lowest MPS which is 31.8%, while Mathematics and Science got 32.8% and 32.3 respectively. To find out why Grade IV pupils' academic performance in English is very low, classroom observation, gap analysis and focused-group discussion were done. During class observation, it was observed that teachers still use the old or conventional way of teaching. Gap analysis revealed that teachers were not equipped with necessary skills and knowledge on appropriate strategies in teaching their lessons. Since there is a noticeable decline in Grade IV pupils' academic performance in English and based on the results of investigation made, the researcher conducted an In-Service Training. The INSET was to enhance teachers' skills and equip them with necessary knowledge on the use of cooperative learning strategy, Carousel Brainstorming in teaching English. After the training, teachers utilized the skills and knowledge acquired on the use of Carousel Brainstorming strategy specifically in teaching least learned competencies in English IV. The researcher conducted class observation to monitor the proper application of the said strategy. Post-test was conducted class observation to monitor the proper application of the said strategy. post-test was conducted to determine if Carousel Brainstorming improved pupils' performance in English IV. The result of the pre-test and post-test were compared, analyzed and interpreted using the t-test. An increase of 11.67% in the MPS of English IV was noted. This showed that Carousel Brainstorming strategy improve instruction as well as pupils' academic performance in English IV. So the researcher concluded that Carousel Brainstorming strategy improved.
