Abstract: This study aims to: present and analyze the average annual growth rate of exports, imports and balance of trade for the period 1989-1998; describe the pattern of the balance of trade in terms of major trading partners and economic blocs; the pattern and growth of composition of principal exports and imports, the foreign trade indices of the Philippines; determine the significant linear relationship between the balance of trade and selected economic indicators; and forecast exports, imports and the balance of trade for the next ten (10) years. Since the study shows that the Philippines had chronic balance of trade deficits, the following recommendations may help in attaining the balance of trade surplus: reduce the importation of merchandise goods, since surplus in the merchandise imports caused the balance of trade deficits in the Philippines; increase the domestic output or the gross domestic product by applying the supply-side economics through privatization and deregulation, and support continuously one of the four priorities of President Gloria Macapagal-Arroyo, which is the economic recovery and expansion with focus on sectors with high economic returns such as basic industries; especially export-oriented ones, which have linkages with other economies.
