A strategic organizational plan for the Consular Office of Japan

Abstract / Excerpt:

GENERAL ADMINISTRATION: 1. Periodically update the COJD's vision and mission statements to said the needs of the people that the office serves. The office must cultivate a climate where Japanese national in Davao and Mindanao really feel that they belong to an agency that secures their needs. 2. Continue to involved employees in the setting of the office's goals and objectives. They should be given the opportunities to recommend systems and procedures that will not only affect them but will also improve their working relationship internally thus improving the delivery of services to the public. 3. Continue and constantly improve prompt delivery services. Procure state-of-the-art equipment and facilitates so that the employees can perform their duties efficiently. Intensify information and education campaign. Productivity standards for all departments should be updated and periodically reviewed. 4. Strengthen motivational strategies for employees to increase their morale, productivity and efficiency. Strong and positive motivation will be properly guided and constantly informed. These will also serve as a good venue for sharing new development (i.e. policies, etc.). 5. Formulate policies that will properly manage and control the logistics and properties of the office. To avoid wastage and unnecessary expense, there should be properly stated policies that will safeguard the logistics and properties of the COJD.

HUMAN RESOURCE MANAGEMENT: 1. To provide development opportunities for deserving employees. Provide periodic training for employees to continuously upgrade their skills in the performance of their jobs. Training should not only focus on the voluntary duties of the employees but should also include capability-building activities that will enhance their skills and improve their work attitude. Allowing and encouraging the personnel to pursue higher education like MPA and MBA should also be considered. 2. Sustain and intensify the morale and values of the employees. If the morale of the employees is on higher gear, efficiency and effectiveness will increase. This is something that can never be taken for granted in order not to kill the employees' enthusiasm to work and deliver what is expected from them. 3. Procure and provide employees with adequate safety devices/materials needed for work. Aside from occupational hazards that might ensue due to lack of safety devices to perform their work, employees may be made to feel that management does not care about their well-being. This is definitely demotivating to them. It is therefore necessary that the office includes in its budget the procurement of said materials and devices. 4. Intensify information and education campaign for employees. A well-informed workforce is always an advantage. Their level of understanding is high and they can easily absorb instructions and directions. This will no longer necessitate rigid supervision on the part of managers and supervisors. 5. Upgrade and improve the performance evaluation system to suit the need of the employees. The performance evaluation system should be reviewed and upgraded to suit the needs of the employees and to further inspire them to perform efficiently. Proper performance rating should be given and the practice of giving a uniform performance rating regardless of the employee's work output must be discourage. Awards and promotion should be given to those who truly deserve it.
