Assesses the capability of the newly-elected barangay officials of Cotabato City in planning and implementing of development programs and projects in their respective barangays within the period 1994-1997. Considered here are the profile of the respondents, preparedness and training needs of the barangay officials and assessment of their planning, programming and budgeting capability and the extent with which the respondents exercise their functions.
