This work traces back the Philippine Revolution from the propaganda movement to the Malolos Congress. It was found out that the political and constitutional ideas of the Philippine Revolution of 1896-1898 started from the social class that time known as illustrados. Their role became more important in the latter days of the revolution because of the complexities of the government and the necessity of dealing with foreign powers. The Philippine Revolution was not successful in attaining independence. Thus, full application of rights and liberties was not experienced. Nevertheless, there were achievements intended by the revolutionaries.
