A study of the historical background of the Muslim minority to determine the general cause of "lawlessness" among them and to seek solutions to eliminate or minimize these causes. Workable solutions are formulated and presented. Included is a case study embodying the experience of the author to support the recommendations made which includes the use of diplomacy rather than force of arm.
