This study evaluates the status of the present roll-out program of International Gateway Facility (IGF) and Cellular Mobile Telephone Service (CMTC) operators in terms of compliance to Executive Order No. 109 signed by President Fidel V. Ramos in July 1993. The paper also presents the problems encountered by the operators in the implementation of the said Executive Order.
