The article identifies multifarious problems confronting the local government in Lanao, and states that the Agama system may be useful in instituting reforms in the present set-up of the local government. It also provides a guide for understanding political problems of the local government. It reveals to some extent the discrepancies between rules and cultural performance of political officials.
