Traces the historical growth of Surigao City since its inception on August 31, 1970 up to the year 1990. The study indicates increasing trends in the area of education, day care centers and urban services due to increasing population. Lack of capital, scarcity of water supply and other necessary components were identified as hindrances for further growth. There were significant differences in the perception of the respondents when grouped into respective sectors.
