Determines the strategies and approaches used in the business tax collection for fiscal years 1998-1999 in the following areas: (1) maintenance, (2) improvement, (3) development. Also determines the assessors and collectors perceived the influence of the factors on the performance level of tax collection on administrative, taxpayer, and environmental factors.
