The study aimed to assess the skills proficiency in English of public elementary school teachers in Basilan during school year 1989 - 1990. It attempted to identify the proficiency level of the teachers in each of the four skills, namely, word meaning or vocabulary, grammar, paragraph organization and comprehension. Deficiencies in the four sets of skills were analyzed as a valid basis for a re-training program. (Also in ST)
