Provides an overview of the rural banking system. It is a descriptive analysis of rural banks in Mindanao and issues concerning rural bank capacity to undertake microfinancing in light of the regional financial crisis and the recent weather crisis. The study also presents the issues and practices in microfinance from a sample of Mindanao rural banks.
