A report on the reconstruction and development program of Mindanao covering six provinces in which a predominant number of Muslims are found: Lanao del Norte, Lanao del Sur, Cotabato, Zamboanga del Norte, Zamboanga del Sur and Sulu. This program addresses the immediate problems that beset Muslim Mindanao and which fall under two general areas. The first is the sluggish growth of the economy and the existence of a small, affluent sector side by side with a large subsistence group. The second is the deterioration of peace and order polarizing agriculture and industry and retarding attempts at faster socio-economic development.
