In this study Barangay Agrarian Reform Committee (BARC) is perceived by most respondents as an extension arm of the DAR, its process of organizing is inadequate in terms of training and over-all social preparation of the communities where it is located. Composition and representation of various sector is lacking especially government representatives. Leadership performance is not appreciated as to their capabilities to foster group leadership and self-reliance.
