An article of the dialogue between the Muslims and Christians with the following concerns: 1.) over-centralization with which tend to usurp local initiative and override communal responsibilities, 2.) serious miscommunication of what is actually happening in Mindanao and Sulu, 3.) military presence in many areas which all too often causes anxiety and fear and gives rise to many untoward incidents inimical to military-civilian relations, 4.) the persistent stance and negative attitudes that Muslims and Christians show toward each other. The dialogue also identified a number of specific actions to bring about conditions for better Muslim-Christian relations.
