The study discusses the problem of multiplicity of agencies that do the planning and programming of projects in Mindanao. To be able to strengthen Mindanao-wide planning and programming capability, the first best approach is to create MDA to institutionalize the function in the island and bestow it with significant fund which it can strategically deploy.
