The article presents and cites programs for rehabilitation of Muslim rebels handled by the following agencies: Development Bank of the Philippines (DBP): Department of Education and Culture (DEC) and NACIDA. These agencies grant loans to those rebel returnees who are interested in making business, and grant scholarship to those undergraduate rebels. The privilege is a policy attraction to draw more rebel returnees to the fold of the government and to give them a source of livelihood.
