Presents the preliminary sectoral plans in Chapter II, including the pre-feasibility / pre-investment studies for five high impact projects in Chapter III, and the suggested project administration and management in Chapter IV. It also includes the traffic volume study which could not be prepared on time for the preliminary report but was decided to be made part of this report as an annex of the Infrastructure Section in Chapter II.
