Study indicates that very few of the devolved programs were rated "effectively implemented". Most programs were either "ineffectively" or "very ineffectively" implemented. Only about one-third of extension workers, particularly the MAOs were involved in the preparation of municipal plans and budget. Only length of service as personal capability variable was found significantly related to the effectiveness of the devolved extension program. Among the motivation factors, only achievement, responsibility, quality or supervision and relationship with local government executives and peers significantly influenced the effectiveness of the program. Job satisfaction proved to have no relation at all to the effectiveness of the devolved extension program.
