This research was undertaken to identify the barriers to the Family Planning Program in Marawi City and the approaches possible to improve the process of the programs. The data showed that the factors that hinder the success of the program are: Islamic tradition as interpreted by local religious leaders, Maranao political aspirations as a minority group in the country, cultural requirements for survival within the Maranao society, fear of side effects, local concepts about the meaning and motives of the program and Maranao conservation.
