Attempts to gather, analyze, and interpret opinion on the system of career progression made by elementary school administrators and teachers in the Division of Agusan Norte, School Year 1981-1982. The focus of this study is on the opinions made by the respondents on the concepts, objectives, guidelines criteria and procedures adopted in the implementation of the scheme.
