This is to assess the operations, problems and expectations of the implementers and litigants in the Barangay Justice System of reflected barangay in Cagayan de Oro City as of year ending 1996. Specifically the extent of the efficacy of the Barangay Justice System within the area of the research environment, significant difference in the Perceptions of Lupon Officials and Litigants regarding the efficacy of the Barangay Justice System, problems related to the capability and capacity of program implementers, what provision of the program on Barangay Justice need further change and amendments.
