This research analyzes the poverty indicators of the provinces of Misamis Occidental, Misamis Oriental, Bukidnon and Camiguin in order to gauge how far each province fares in the following categories: survival needs, security needs and empowerment or enabling needs. Secondary data gathered by the National Statistics Office-Region X through the 1999 Annual Poverty Indicator Survey are analyzed by province according to the above categories.
