The school's capabilities in terms of facilities, services, and instruction to meet the related needs of its growing enrolment are analyzed. This study provides data on the following: 1) the capability of the school plant, instructions and learning facilities and services to accommodate the increasing enrolment and support the complimentary programs of instruction, 2) the sufficiency and qualifications of the teachers and administrative sfaff to teach fishery technical and nonformal instruction, and 3) the existing school plant and facilities that need to be improved and developed to meet human needs congruent to school resources.
