Essay focuses on efforts by the US government to impose its rule upon the Muslim-Filipino population of Mindanao and Sulu in the period 1899 to 1913. It starts with a brief description of the Moro at the time of the American arrival in Mindano and Sulu in 1899. It also characterizes each of the four U.S. Army generals who, as America's proconsuls in Moroland, shaped and implemented evolving policy towards the Muslim population. The achievements and shortcoming of the Americans proconsuls are also depicted.
