This essay focuses on the policies imposed by the United States government upon the Muslim Filipino population of Mindanao and in 1899-1913. It gives a brief description of the Moros at the time of the American arrival in Mindanao and Sulu in 1899. It also characterizes each of the forces of the army general who as American proconsuls on Moroland shaped and implemented evolving policies toward Muslim population.
