Abstract:
In 1997, USAID launched a program to reduce poverty in Mindanao, the southernmost of the Philippines’ three main regions and home to some of its poorest people. The strategy was to convince banks to make loans and other financial services available to
microenterprises — very small businesses owned and operated by the enterprising poor.
