Abstract:

Although the ARMM region has high development potentials with rich natural resources, the region is the poorest in the country and suffers serious poverty problems due to low level of economic development which mainly caused by the long-lasting conflicts. Deterior ated infrastructure brought by the long-lasting conflicts is se rious bottleneck for urgent economic recovery and sustainable development.
With the creation of ARMM, the Nati onal Government devolved maintenance of national roads and other powers a nd functions to ARMM, however, the ARMM Government still needs to develop capacity for planning, programming, construction, operation and maintenance of infrastructure for better management of infrastructure.
